Step 1
Mix the dry ingredients: flour, semolina, ground cinnamon, and baking soda.
In a separate bowl, combine vegetable oil, concentrated orange juice, sugar, and orange zest.
Gradually pour the liquid mixture into the dry ingredients, stirring until you get a uniform batter.

Step 2
Line the baking sheet with parchment paper.
Form the dough into balls approximately the size of a tablespoon and arrange on a baking sheet.
Press each ball with a fork to create a ridged pattern — this will help the nut topping stick better.
Bake at 180 degrees for about 15 minutes until golden brown.

Step 3
While the cookies are baking, prepare the syrup. Put sugar, juice from one orange, water, and honey in a saucepan.
Bring the mixture to a boil over very low heat and keep it on the stove while the cookies are baking.

Step 4
Mix ground walnuts with ground cinnamon for a nut topping.

Step 5
Remove the cookies from the oven. Dip a few pieces in hot syrup, soak them well on all sides, and place on a plate.
Sprinkle with the nut mixture immediately while the syrup is still wet.
Repeat with all the cookies.

Step 6
Let the cookies sit for several hours so they are well soaked with syrup. After that, they can be served.
